Some North Carolina legislators are claiming, the federal government has "ceased to exist."

Some are claiming, the federal government has "ceased to exist."  because their is a Black Man in The White House  
 A Group of North Carolina legislators introduces legislation which calls for "convention of the states" after determining, among other things, that the federal government has "ceased to exist." Anyone not believe, because, their is a Black Man in the White House?
