President Obama hasn’t nominated U.N. Ambassador Susan Rice to replace outgoing Secretary of State Hillary Clinton yet, but that isn’t stopping Republicans from preemptively protesting. Ninety-seven House GOP members—who have no say in the confirmation process—sent the president a letter arguing Rice either “willfully or incompetently misled the American public in the Benghazi affair.” The letter is the latest GOP attempt to block Rice’s nomination, after Sen.
